style=\"text-align: center\">HAYES CENTER LIBRARY BY-LAWS,<em>\u00a0\u00a0 March 29, 2010<\/em><\/p>\n<p style=\"text-align: center\">PURPOSE:\u00a0\u00a0<\/p>\n<p style=\"text-align: center\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0The Hayes Center Public Library shall provide free services to individuals of all ages in the community through an organized collection of educational and recreational material.\u00a0<\/p>\n<p style=\"text-align: center\">\u00a0BOARD OF TRUSTEES<\/p>\n<p style=\"text-align: center\">The Board of Trustees shall be composed of five local citizens two of whom may live outside the city limits.\u00a0 Each member will be appointed for a two-year term.\u00a0 After two years each board member will be eligible to serve another two-year term.\u00a0 Such persons shall be nominated by the current Library Board and their names shall be submitted to the Village Board for approval.<\/p>\n<p style=\"text-align: center\">A member missing three (3) consecutive unexcused absences shall be relieved of their duties and a new member shall be appointed to fulfill the term.<\/p>\n<p style=\"text-align: center\">\u00a0OFFICERS:<\/p>\n<p style=\"text-align: center\">Officers shall consist of a president, vice-president and secretary.\u00a0 \u00a0\u00a0\u00a0Such officers shall be elected by the Board annually in accordance with the fiscal year. \u00a0The Library Director will keep track of the finances for the Board.<\/p>\n<p style=\"text-align: center\">\u00a0DUTIES:<\/p>\n<p style=\"text-align: center\">\u00a0The President shall preside at all meetings, appoint committees, and perform such other duties as generally pertain to the office. <strong>\u00a0\u00a0\u00a0<\/strong>A member of the Library Board and the Library Director will co-sign all expense vouchers.<\/p>\n<p style=\"text-align: center\">\u00a0The vice-president serves as president when necessary.<\/p>\n<p style=\"text-align: center\">The Library Director shall record all official business of the Board.\u00a0 All official library records will be available in the library building during regular library hours.\u00a0 Minutes of meetings must be made available within ten (10) working days.\u00a0 A copy of the minutes will be submitted to the Board of Authority. \u00a0\u00a0Notice of Library Board meetings must be posted in three (3) locations at least five (5) days prior to the meeting.<\/p>\n<p style=\"text-align: center\">The Library Director shall constitute all financial transactions, keep accurate records and be fiducially responsible to the Library Board as well as the Board of Authority.\u00a0 The fiscal year shall run from October 1 until September 30 of the next calendar year.<\/p>\n<p style=\"text-align: center\">\u00a0APPOINTMENT OF LIBRARIAN:<\/p>\n<p style=\"text-align: center\">\u00a0\u00a0The Library Board chooses a Library Director and submits the name to the Village Board for approval.\u00a0\u00a0 The Library Board shall determine hours to be open to the public and shall determine the librarian&#8217;s wages, to be approved by the Village Board.\u00a0 The Library Director is an employee of the Village Board and will be subject to the employee rules and regulations of that entity.\u00a0<\/p>\n<p style=\"text-align: center\">\u00a0REVIEW OF BY-LAWS:<\/p>\n<p style=\"text-align: center\">\u00a0These By-laws shall be reviewed no less than every two years and a copy shall be made available to each member, along with a copy of the Library Policies and
