Mission: The mission of the Panhandle Library System is to provide the leadership, training, and support necessary to enable our member libraries to be essential and valued resources in their communities.
PLS is one of six regional library systems in Nebraska. It is a non-profit organization supported by state and federal funds administered through the Nebraska Library Commission. Its purpose is to support all types of libraries in the Panhandle region through training, consulting, networking, and promotion. It also provides a link between the 14 counties of western Nebraska and the other libraries in Nebraska, in addition to the programs and services of the state library.

Ten Board members make up the governing body of the System, with responsibilities that include approval of policies, plans, and budgets. Terms are for three years, with a two-term maximum. The Board meets every other month. Those on the Board represent a variety of library interests, including two from public libraries, two from school libraries, one from special/academic libraries, and one at large. In addition, there is one representative from each of four geographical regions of the Panhandle.
