HAYES CENTER LIBRARY BY-LAWS,   March 29, 2010

PURPOSE:  

         The Hayes Center Public Library shall provide free services to individuals of all ages in the community through an organized collection of educational and recreational material. 

 BOARD OF TRUSTEES

The Board of Trustees shall be composed of five local citizens two of whom may live outside the city limits.  Each member will be appointed for a two-year term.  After two years each board member will be eligible to serve another two-year term.  Such persons shall be nominated by the current Library Board and their names shall be submitted to the Village Board for approval.

A member missing three (3) consecutive unexcused absences shall be relieved of their duties and a new member shall be appointed to fulfill the term.

 OFFICERS:

Officers shall consist of a president, vice-president and secretary.     Such officers shall be elected by the Board annually in accordance with the fiscal year.  The Library Director will keep track of the finances for the Board.

 DUTIES:

 The President shall preside at all meetings, appoint committees, and perform such other duties as generally pertain to the office.    A member of the Library Board and the Library Director will co-sign all expense vouchers.

 The vice-president serves as president when necessary.

The Library Director shall record all official business of the Board.  All official library records will be available in the library building during regular library hours.  Minutes of meetings must be made available within ten (10) working days.  A copy of the minutes will be submitted to the Board of Authority.   Notice of Library Board meetings must be posted in three (3) locations at least five (5) days prior to the meeting.

The Library Director shall constitute all financial transactions, keep accurate records and be fiducially responsible to the Library Board as well as the Board of Authority.  The fiscal year shall run from October 1 until September 30 of the next calendar year.

 APPOINTMENT OF LIBRARIAN:

  The Library Board chooses a Library Director and submits the name to the Village Board for approval.   The Library Board shall determine hours to be open to the public and shall determine the librarian’s wages, to be approved by the Village Board.  The Library Director is an employee of the Village Board and will be subject to the employee rules and regulations of that entity. 

 REVIEW OF BY-LAWS:

 These By-laws shall be reviewed no less than every two years and a copy shall be made available to each member, along with a copy of the Library Policies and Procedures.
